Manager, Infrastructure Planning & Design
Engineering Services Department

Position Type/ Hours: This is a permanent full-time position working thirty-five (35) hours per week.

Position Description:
• Supervise daily operations of the Infrastructure Planning and Design division.
• Lead and manage the resources required to plan and design municipal infrastructure.
• Research, evaluate, innovate, recommend and direct methods of providing best value service.
• Develop and foster a positive, encouraging and supportive work environment for infrastructure planning and design.
• Recruit and develop staff competencies to plan and design municipal infrastructure.
• Work with other departments to plan infrastructure.
• Managing strategic plan for future growth.
• Develop and maintain Master Infrastructure Plans to ensure the effective development of infrastructure within the Municipality.
• Effectively manage Rural and Regional Infrastructure Projects to ensure equitable infrastructure development within the entire Municipality.
• Manage Life Cycle Infrastructure Projects to ensure all roads and related infrastructure within the Municipality is rehabilitated in a timely manner.
• Design Infrastructure that is consistent with engineering standards and Provincial legislation.
• Update Water, Sewer and Transportation Models.
• Manage the development, creating, and implementation of policies regarding infrastructure planning, funding, contracting, project management, reporting and reviewing and updating offsite levy policies, practices and funds.
• Establish present and future infrastructure needs for the Municipality.
• Manage the development of engineering criteria for design of infrastructure projects and other public improvements, to assure the quality of materials and construction methods.
• Consult with the Provincial Government, internal departments, public, and stakeholders while planning and designing municipal infrastructure.
• Ensure communication lines between project managers and consultants/contractors are open to ensure the timely completion of projects.
• Prepare Off-site Levies and Developer Charges Reports.
• Render advice and consultation to other departments in carrying out of engineering functions in assigned program areas.
• Make recommendations regarding engineering issues and processes.
• Preparation of annual operational budget and financial plans.
• Manage all aspects of the division’s operational budget.
• Identify and negotiate with Government Agencies for grant applications to support infrastructure planning and design.
• Participate in the development of multi-year capital budgets.

 

Requirements

Qualifications:
• Civil Engineering Degree or a related field with a Professional Engineering Designation (P.Eng designation), along with nine (9) years experience including three (3) years dealing with planning and design.
• Advanced knowledge of infrastructure modeling software is required.
• Analytical, leadership, interpersonal, planning, problem solving & communication skills.
• Proven ability to achieve self-set goals and targets with independent initiative.
• Valid Class five (5) Alberta driver’s license.
• Ability to present reports to the public and corporation.

 

Salary & Benefits

Pay / Classification Level: CL 14


Salary Range: $116,505 (Starting Range) - $149,036
