Accountant II, Senior Budget Analyst, Capital

Description

  • provide ongoing financial planning support, expertise and training to staff in regards to development of the municipal capital budget
  • help managers to determine current and long-term capital needs and coordinate the submission of the capital budget and five-year capital plan
  • analyze capital plans, funding sources, and develop funding scenarios that may include reserves, development levies, grants, debentures and compliance with debt capacity limits
  • develop and maintain long-term debt analysis
  • research potential improvements to the capital budget development and provide a lead role in implementation
  • maintain the fiscal impact model; collect data from departments, analyze results and perform sensitivity analysis to determine the effects of growth resulting from multiple development scenarios
  • coordinate the submission of County fees and charges and coordinate the compilation of the resulting manual and any bylaw updates


 
Requirements

  • a professional accounting designation with two years of post-designation experience, preferably in a municipal environment
  • sound knowledge of the budgeting process, both theory and practical techniques
  • advanced Microsoft Excel and Word skills and proven ability to produce work with a high degree of accuracy
  • experience with Crystal Reports software and/or an integrated accounting package, preferably J.D. Edwards, will be an asset
  • strong analytical and problem-solving abilities
  • excellent time-management and organization skills
  • strong interpersonal and leadership skills and the ability to develop and maintain effective customer relations with a wide range of internal clients
  • demonstrated ability to use initiative
  • the ability to communicate in a diplomatic and professional manner, exercising confidentiality and political acumen



 
Salary & Benefits

The annual salary range for this permanent position is $68,359 to $85,449. In addition to providing a dynamic working environment, we offer a 35-hour work week and a competitive benefits package.
