Business Analyst (2 positions)
Financial Services Department
Position Type/ Hours:
These are permanent full-time positions working thirty-five (35) hours per week.
Position Description:
Under general supervision, accomplish financial or business analysis assignments on individual or co-operational basis. Under general supervision, provide basic accounting services to client departments.

| Requirements |
|
Qualifications:
• An under-graduate university degree specializing in finance or related field or a Professional qualification in accounting (CA, CGA, CMA) and four (4) years experience in a computerized accounting and budgeting environment including variance reporting, extensive use of spreadsheet and database programs;
OR
• A Business Administration diploma with an accounting specialization and seven (7) years experience in computerized accounting and budgeting environment including variance reporting and extensive use of spreadsheet and database programs.
• Municipal or government experience is an asset.
• Knowledge of public finances and operations:
o Understand budget process and procedures.
o Understand goal setting and policy formulation process.
o Understand expenditure and revenue structure and debt financing.
o Familiarity with fund accounting, chart of accounts and internal and external financial reports.
o Proficiency with financial management system and desktop applications.
o Knowledge of the legal and regulatory impacts and constraints regarding revenues, expenditures and the budget process.
• People/Interpersonal Skills:
o Interpersonal skills; ability to work and develop a rapport with operating departments and program leaders.
o Persuasion/marketing skills; ability to make a case for a course of action.
o Political savvy; understanding and responding appropriately to the individuals and groups with a stake in an assignment or project.
o Negotiating skills; ability to negotiate with operating departments regarding budget requests.
o Interviewing skills; ability to ask questions which elicit useful data or assumptions.
o Conflict resolution skills.
o Verbal and written communication skills.
• Understand analytical concepts:
o Adjusting for inflation.
o Time value of money and discounting to present value.
o Opportunity cost.
o Fixed and variable cost.
o Marginal cost.
o Basic statistics (average, median, standard deviation, correlation, scatter plots).
• Proficiency with analysis tools and techniques:
o Basic techniques for comparing alternatives: decision tables, expected value tables, weighted score tables, decision trees.
o Expenditure and revenue trend analysis and forecasting.
o Budget variance analysis.
o Financial condition analysis or financial trend monitoring.
o Cost accounting and cost analysis (cost finding, indirect cost allocation, activity based costing).
• Long-term financial planning, multi-year budgeting, budgeting for structural balance.
• Strategic planning.
• Alternative budget formats (program, performance and zero-based budgets).

Pay / Classification Level: PL 19
Salary Range: $40.34 (Probationary Rate)
$44.27 - $47.47 (Permanent Rates)
