Description

Reporting to the Manager of Policy and Research, you will work as part of a professional team and be responsible for professional planning activities including the design and management of projects relating to the preparation and approval of a new Official Plan to direct future growth in Markham in the context of policies and requirements of the Province of Ontario and the Region of York.

Responsibilities will include project design, research and project direction, preparation of recommendations, and of policies for incorporation into the new Official Plan. Projects may include policy review and development relating to matters such as housing, employment, community design, transportation, infrastructure, finance sustainable development and phasing of growth. The Senior Project Coordinator will be prepared to act as an expert witness at OMB hearings or similar tribunals, provide professional advice, represent the Town on behalf of the Department, and liaise with the public, external agencies, and the development and consulting communities.
Will be required to design, independently manage, and successfully conclude all aspects of complex policy-oriented projects in a multidisciplinary and political context and to provide accountable and professional advice to staff and Council; prepare and secure approval of project terms of reference, and to manage the hiring of consultants; lead and coordinate the work of professional teams and productively participate on such teams; develop and secure approval of creative alternatives and integrated recommendations regarding growth planning and Official Plan policy; organize and conduct public meetings, resolve stakeholder interests, and clearly and effectively communicate ideas, concepts and proposals in writing and verbally before Council, Committees, and in public meetings.

 

Requirements

The ideal candidate will have a Degree in Urban Planning or a directly related discipline; at least 10 years of progressively responsible experience in planning, policy/strategy formulation and project management, including at least 4 years of senior experience directly relating to the development and delivery of land use policy/strategy in a municipal context; thorough knowledge of relevant legislation and policy documents; understanding of the relationship between policy preparation and implementation requirements through the various processes of development approval; understanding of municipal government operational context; superior writing, communication, public speaking, team leadership, problem solving, analytical, organizational, time management and negotiation skills; ability to manage diverse stakeholder interests with act and discretion; strong Microsoft Excel and Access skills; valid Ontario Driver's Licence.

We prefer a candidate with municipal experience and practical understanding of data analysis and application of GIS (ArcView), along with full membership in the Canadian Institute of Planners.

 

Salary & Benefits

Salary: $91,029 – $107,130 (2009 rate)
