Director, Human Resources
Human Resources Department

Position Type/ Hours:
This is a permanent full-time position working thirty-five (35) hours per week.

Position Description:

  • Provide leadership to RMWB regarding HR direction, role, service development and delivery.
  • Initiate, develop, gain buy-in and continue to adjust HR Strategic Plan as a blueprint for HR role and service delivery. Align HR plan and systems with Regional strategic plans and major initiatives so that HR actions assist the Region in achieving its goals. Negotiate priorities and resources. Develop and implement HR performance measures.
  • Develop and maintain business knowledge of Municipality functions and develop HR as a business partner in Regional Strategic Planning, decision-making and processes.
  • Provide leadership to all municipal leaders, managers and staff regarding HR development and performance. Mentor and coach other leaders in human resources management.
  • Assess, revise and develop policy and guidelines, incorporating best practices.
  • Facilitate shift to a pro-active and strategic HR role, vs. reactive and administrative role.
  • Develop partnerships with other employers and Human Resources departments within Region and Alberta to increase efficiency of service delivery.
  • Introduce and maintain Human Resources “Best Practices” and collaborate with other Corporate Service departmental Directors in the development of common Division customer service goals and objectives.
  • Provide guidance, facilitate and participate in cultural change.
  • Responsible and accountable for HR service delivery, for managing resources, negotiating priorities, supervising and leading HR team.
  • Act as coach and mentor to increase HR staff skills and knowledge in functional areas and build service potential. Implement cross training.
  • Foster the computerization of HR data, systems and linkages with the mainframe and the development of information capabilities to assist in decision-making. Bring technology to the HR function that empowers the HR function.
  • Champion and guide development Human Resources budget to obtain resources necessary to achieve objectives.
  • Ensure HR staff goals, objectives, performance measures and development plans are consistent with our strategic plan.
  • Provide leadership, guidance, coaching and skill transfer to line staff in responding to employee relation’s issues. Provide service for complex difficult issues and manage labour-management interface.
  • Responsible for collective agreement negotiations, strategy, mandate, and communications with assistance of consultant where required.
  • Participate and provide input to major/unique/difficult issues and projects.

 
Requirements

Qualifications:

  • Bachelor’s level in Business Administration, Behavioural Science, Industrial Relations, or related field or a suitable combination of education and experience may be considered.
  • Minimum of ten (10) years progressive experience in Human Resources including at least five (5) at a supervisory level.
  • CHRP -Certified Human Resources Professional Designation or equivalent designation is preferred.
  • Excellent communications, interpersonal, leadership, problem-solving, negotiations, facilitation, organization and mediation skills.
    The following are considered assets:
  • At the leading edge of thinking in an Organization.
  • Received awards and or recognition in the area of Human Resources.
  • Published within the Human Resources field.
  • Presented at a National or International Human Resources Conference.
  • Experience in introducing transformational change in a highly complex organization.



 
Salary & Benefits

Pay / Classification Level: CL 18

Salary Range: $140,519 (Starting Range) - $179,816
